PAST DUE COURT FEE OR FINES

I received a letter with my last name that I had over 20+ years ago saying i had these fees and i have never received a ticket or fine in the state of Oregon! Saying I owed fees from 2003 the letter also states if I dont pay i will have my paycheck garnished
