USPS FAILED TO MAKE EFFORT/ATTEMPT - Shipping/Parcel Post

I have contacted the USPS on three separate occasions regarding this large shipment of boxes (12 total) I was told that the situation would be resolved and my shipment would be delivered TO ME as I had initially requested. This problem HAS NOT been resolved. Still, the carrier did not deliver my boxes to me.
I contacted the USPS today, and completely explained my situation to the postal worker, she replied The previous shipment of 5 (packages) that were left in the apartment office (as the office is located on the ground level). I need and deserve to have my packages delivered TO ME regardless of my 2nd floor address level.
I am disabled with a muscular movement disorder, and have spent over $500.00 to have my packages shipped and delivered to me with both a signature confirmation receipt and insured receipt. However, to date, I have not received one package at my door. The carrier is leaving notices in the mailbox instead. He/she has not even made an effort to deliver the boxes to me at my door. The carrier has even left 5 of the boxes at the apartment complex office. This situation forced me to go to the office and retrieve them with my daughter and carry them up to the second floor apartment, thus aggravating my illness. I am at home throughout the complete day. I am up and available, and never have I even received a knock

At my door. I hear and see everyone who comes up the stairs. Also, the dog is extremely aware and vigilant, and would bark if anyone were anywear near the vicinity of the stairway or door. No attempt has been made to physically deliver not even one of the 12 packages, which I have paid over $500 for. I have paid for a service, which the USPS has not rendered, and I have not received. Needless to say, I have not received seven of my packages due to the fact that a USPS employee and the USPS is not motivated to offer service to their customers.
