NCIC Outrageous Charges With No Indication of What Charges are Going to BE

I received a collect phone call today through NCIC (Network Communications). I assumed normal collect calls would apply. I expected at least 1 $5.00 charge. I was charged $1.15 per minute and a $7.89 service fee.

I am furious because none of these charges were told to me prior to accepting the call, or after.
When a credit card is charged the amount of the transaction needs to be told to you at some point before it is authorized.

Are there laws against this?

I am going to dispute this with my bank immedietly.
