I am in the Military and was being transfered. It was a short term move so I was just going to rent a place for my wife and I. I found a place online and contacted the person who was the "property management company"... Later to find out that same person was the owner/investor... We paid the deposit plus pet deposits for my two dogs. When the move came and we showed up to the house we were met by a Realtor that was hired to be the on-site property manager. He asked us if we had been inside the place and we told him no. He then said "okay well I bet you won't want to live here as it is not even up to code and needs an extreme amount of work." To our amazement he was right, and the pictures we saw online were not even close to what the place actually looked like. We then called Steve Whalen from GCS Properties and told him we wanted our money back and that the contract we signed is broken due to the numerous code violations and he never gave us a "lead based paint disclosure" that is Law with houses the age of this one. Well that was the beginning of a long fight for us to get our money back. We sued GCS Properties represented by Steve Whalen. They didn't even show up to court so we won the claim. However, they still have not paid us so we went back to the courthouse and placed a lien on the property and on the credit of both Steve Whalen and GCS Properties. As of now the court said there is nothing more I can do unless I have the banking information of Steve Whalen. They said If I had that they could withdraw the money from his account. Steve Whalen is also affiliated with NCMIS (North County "mold" Inspection Service) and California Construction Consultants.
