Fraud with promisses of warranties for loans

He requests for a front payment before he sends a fake warranty contract signed by Sung Hun Kai Honk Kong.
Then he never delivers and neither gives the money back.
Once he gets his fee, he gives vague excuses such as "the banks are having internal problems", "your bank is refusing the warranty", "HK is not answering", ...that he can never document.
But the fact is that the client pays the service fee and never gests the warranty delivered.
Do not trust him and dont waste your time waiting. He is a proffessional "tangler".
